Investment Proposal · Lisa King for 10X Water Systems

Build the 10X water ecosystem.

A proposal for Grant Cardone to build the 10X Water ecosystem: acquire or establish water utilities, protect brand-defining infrastructure technology, develop transparent testing and billing systems, expand product lines, and appoint Lisa King to research and guide the path into water utility ownership and leadership.

Prepared as a business proposal concept for discussion. Final investment structure, securities compliance, utility approvals, public funding eligibility, and acquisition terms require legal, financial, engineering, and regulatory review.

The business offer

10X Water Systems becomes the full-stack owner of premium purified water infrastructure.

Grant already has the 10X health-water brand. This proposal turns that brand into a defensible infrastructure company: existing systems acquired or partnered into the portfolio, upgraded with 10X treatment and monitoring, connected to transparent customer billing, and positioned as the preferred water standard for 10X properties and communities.

1

Acquire real systems

Build the portfolio by purchasing or partnering with existing water systems, including investor-owned utilities, small private systems, distressed/deferred-maintenance assets, master-metered multifamily systems, and other regulated or contract-based utility opportunities.

2

Upgrade the standard

Install advanced treatment, expanded water quality testing, monitoring, branded infrastructure, and operating procedures designed to wake water quality from required to preferred.

3

Own the relationship

Launch the 10X customer billing portal where residents and utility customers see their bill, usage, water quality levels, test results, system status, and proof of the 10X standard every month.

Required to preferred

The product is not just water. The product is trust.

10X Water Systems goes beyond the minimum required compliance mindset. The 10X standard means additional testing, additional filtration, better-maintained infrastructure, clear operating records, resident-facing transparency, and a repeatable quality system that can be carried across every 10X building.

Above baseline Design the system to test and filter for more than the minimum regulated checklist where technically and financially feasible.
Tap to bottle Make the water from the tap and the water in the bottle part of the same premium standard.
Same experience A customer in one 10X building should know what 10X water means in every 10X building.

Proposed role for Lisa King

Founder-level operator for the water utility execution plan.

Lisa King’s role is to turn the idea into an investment-ready operating strategy: research utility ownership pathways, evaluate acquisition and new-utility options, consolidate state and federal requirements, map vendor and supply-chain opportunities, coordinate expert advisors, and keep the 10X standard grounded in how water systems actually work.

Proposed title: Founding Operating Partner / Water Utility Strategy Lead, 10X Water Systems. Lisa leads research, acquisition strategy, utility formation planning, advisor coordination, regulatory mapping, product direction, and the bridge between 10X Health promises and real-world water infrastructure.

Acquisition strategy

Buy what already exists. Upgrade what customers experience.

The fastest path is not starting with a blank piece of land. It is acquiring or partnering around existing water systems and then applying the 10X brand, treatment standard, monitoring platform, and billing experience.

IOU targets

Investor-owned utilities

Potential acquisition of regulated water systems where ownership, rate structure, customer base, and capex can be evaluated through formal diligence.

Private systems

Small utility assets

Private wells, small public water systems, subdivision utilities, or systems with aging infrastructure that may benefit from recapitalization and professionalized operations.

Real estate

Multifamily integration

10X-owned or aligned multifamily assets where water service, treatment, customer billing, and resident experience can be integrated under one branded standard.

Partnership options

Management & upgrade deals

Where acquisition is not the right first step, 10X can explore operating contracts, system upgrades, billing modernization, or public-private arrangements.

10X Water Systems community with branded water tower, treatment annex, and visible underground infrastructure

Capital plan

Use investment funds to create both assets and technology.

The investment should be structured in layers: seed the operating company, fund diligence, acquire or partner with the first system, upgrade the infrastructure, build the technology, and create a repeatable model that can be financed system-by-system.

Company capital Operating budget for Lisa, diligence, legal, engineering, vendor selection, product design, and pilot execution.
Asset capital Acquisition or partnership funding for target systems and property-level water infrastructure.
Upgrade capital Treatment, monitoring, controls, meters, billing integration, branding, customer education, and site improvements.
Leverage options Evaluate available grants, loans, state revolving funds, infrastructure programs, seller financing, private debt, and project-level investment where eligible.

Patentable technology roadmap

Build the operating system for transparent water quality.

The defensible technology opportunity is not simply another billing screen. It is a utility intelligence layer that connects water quality data, infrastructure status, customer billing, operational logs, and resident trust in one transparent system.

10X Quality Ledger

A customer-facing record of test results, monitored levels, testing dates, historical trends, and 10X Standard status tied to each property or water system.

Water Bill With Proof

A billing experience that combines usage, charges, service status, quality results, impact metrics, and plain-language explanations in the monthly statement.

Infrastructure Health Score

A portfolio dashboard that scores systems by treatment performance, compliance posture, equipment condition, service risk, and upgrade priority.

Sensor + Lab Integration

A data pipeline for combining lab results, operator readings, meter usage, treatment equipment data, and customer portal display.

Resident Trust Portal

A customer portal that answers the question every resident has: what is in my water, when was it tested, and what is being done to keep it clean?

Portfolio Command Center

A Grant-level executive view of active systems, revenue, customer accounts, quality status, capex priorities, alerts, and scale opportunities.

Billing advantage

The bill becomes the trust report.

Most water billing systems focus on meter reads, charges, and payment processing. 10X Water Billing is proposed as something more valuable: the customer’s monthly proof that the system is being tested, monitored, maintained, and held to a higher standard.

Monthly test results Give customers visibility into what was tested, when it was tested, and whether the result meets the 10X standard.
Measured levels Show levels and trends in plain English instead of hiding data in technical reports.
Premium positioning The customer pays more because they can see more, understand more, and trust more.

Revenue tiers

Build 10X Water as a layered revenue ecosystem, not a single utility deal.

The offer is not limited to buying one water system. The stronger model is a compounding stack: utility ownership, branded infrastructure, transparent billing, patented treatment and monitoring methods, product lines, vendor partnerships, and the 10X quality standard applied across every water touchpoint.

Each tier can stand on its own. Together, they create a premium water ecosystem: assets Grant can own, systems Lisa can help structure, technology 10X can protect, and customer trust the brand can monetize.

10X Water Systems integrated luxury community with hydropillar, treatment building, visible water infrastructure, and premium multifamily assets
Tier 2

Property water systems

Integrate 10X water infrastructure into multifamily assets and aligned developments so the building itself becomes part of the 10X Health experience.

Tier 3

Branded treatment standard

Patent and brand the treatment process, facility structure, testing protocol, monitoring approach, and visible 10X infrastructure design.

Tier 4

Billing transparency platform

Build the 10X billing portal around usage, charges, monthly test results, levels, trends, system status, and plain-language water quality confidence.

Tier 5

Product lines

Extend the 10X water standard into bottles, home filtration products, countertop systems, replacement filters, testing subscriptions, and premium residential upgrades.

Tier 6

Vendor ecosystem

Create preferred partnerships with American-made manufacturers, labs, treatment vendors, controls providers, meter companies, and supply-chain partners.

Research-first operating plan

Lisa’s first deliverable is not a rushed rollout. It is the intelligence Grant needs to own the category correctly.

Water utility ownership is state-specific, regulation-heavy, capital-sensitive, and infrastructure-dependent. Lisa’s role is to consolidate the moving parts into decision-ready intelligence before Grant commits major capital to acquisitions, facilities, product lines, or utility formation.

Regulatory map

State + federal pathways

Research how utilities are established, acquired, transferred, permitted, operated, tested, reported, and billed across target states, with federal drinking water obligations layered into the review.

Ownership strategy

Acquire, build, partner, or manage

Compare the practical path for IOUs, private systems, subdivision utilities, master-metered properties, new developments, and partnership structures.

Property intelligence

Assets, tax liens, and distressed opportunities

Research property ownership, tax-lien availability, distressed infrastructure, target communities, and business structures that may create acquisition or partnership openings.

Funding options

Capital stack design

Evaluate available funds, private investment, seller financing, project finance, infrastructure programs, grants, loans, tax strategies, and entity structures with advisors.

Expert bench

Advisors around the table

Identify and coordinate engineers, utility attorneys, patent counsel, operators, labs, finance advisors, tax professionals, and regulatory consultants.

Supply chain

American-made advantage

Research vendor partnerships that secure filtration equipment, bottles, controls, pumps, meters, monitoring systems, materials, and replacement products from reliable domestic sources where possible.

Brand + IP protection

Patent the infrastructure idea before the market understands the size of it.

10X Water Systems should not only buy infrastructure. It should protect the way the infrastructure is designed, branded, monitored, tested, billed, and presented to the customer. That creates a moat around the 10X way of delivering water.

Treatment process Define the enhanced treatment stack that exceeds the minimum regulatory baseline and supports the 10X Health promise.
Facility structure Develop the branded treatment facility and hydropillar design language so 10X water infrastructure becomes recognizable and premium.
Transparency method Protect the customer-facing system that turns water testing, monitoring, and billing into a trust-building product.
Portfolio intelligence Build proprietary dashboards for system health, water quality, asset value, customer accounts, supply chain, and expansion opportunities.

Leadership mandate

Lisa guides Grant into water utility ownership and leadership.

Grant does not need a generic consultant. He needs a water utility operating strategist who understands small systems, infrastructure realities, billing, compliance pressure, customer trust, and how to translate a bold brand promise into a utility that can actually run.

Research Consolidate state, federal, property, funding, vendor, product, and advisor information into a clear ownership strategy.
Direction Recommend which opportunities deserve capital, which should be avoided, and which should become partnerships or product lines instead of acquisitions.
Brand alignment Keep every utility, facility, bottle, home product, portal, and customer promise aligned with 10X Health.

Product expansion

Make 10X synonymous with elite water quality everywhere.

The utility infrastructure is the flagship, but the product opportunity extends beyond owned systems. 10X Water can become the water-quality brand for bottles, homes, buildings, filtration, testing, and customer trust.

10X bottles

Elite water in the hand.

Build the bottled product around the same quality language, testing expectations, and premium trust standard as the utility infrastructure.

Home systems

For customers outside the utility footprint.

Research premium filtration products for homeowners and renters who want the 10X water standard even when they do not live in a 10X building.

Replacement revenue

Filters, testing, service, and subscriptions.

Explore recurring revenue from cartridges, maintenance kits, testing subscriptions, app access, service plans, and upgraded monitoring packages.

Why Grant wins

The category is essential. The brand is already built. The operator is ready.

Water is the one service every resident uses every day. Grant has the brand reach, real estate base, investor audience, health platform, and category-building instincts to make water aspirational. Lisa brings the water-system operating context and research discipline to help him enter the category intelligently.

Brand power

10X makes water aspirational.

Most utilities are invisible until something goes wrong. 10X can make clean water visible, premium, trusted, and part of the lifestyle.

Asset power

Utilities create durable relationships.

Owned or operated systems create recurring customer connection, infrastructure value, and a platform for future expansion.

Mission power

Protect the resource that matters most.

By pairing capital, standards, technology, and transparency, 10X Water Systems can raise the expectation for what customers should know about their water.

The ask

Authorize Lisa King to build the research-backed ownership strategy for 10X Water Systems.

Fund the strategic research and business-structure phase. Let Lisa map the acquisition paths, state requirements, funding options, advisor bench, IP opportunities, vendor partnerships, product lines, and 10X Health alignment. Then Grant can decide where to place capital: acquire, build, partner, patent, manufacture, or expand into home water products.
